Who was it who said frogs give you warts ? It must have been my dear departed Mum I am sure. Well I have disproved that theory (at least I hope so) Every week I have an energetic foray into the gold fish pond to collect the wretched noisy bullfrogs. They are a complacent species, intent upon other pursuits than the pursuer it would appear !! There always seem to be three of them, definitely quirky frogs we have in Bulawayo !! It is of course the fault of the Hammerkops who took up residence in our garden two years ago. The fish pond came about as a result of trying to keep them from raiding the neighbours koi pond (Said neighbour would lie in wait every morning with his pellet gun) And so we thought, offering an a la carte meal at home in Cafe Kriel, might save the lives of the industrious Hammer and Kop !! But no ...nature has its mysterious ways ...Hammer and Kop left for greener pastures and so we were left with a pond of gold fish to care for. It was not long before the frogs arrived, where frogs come from nobody knows. They just appear !! Now, I am sure there must be a place for frogs in the food chain. I just have to be convinced of this !! I know the French Folk love frogs and HeeHoo even brought me a frog's leg once. It was gently wrapped in a paper napkin and tucked artfully in his suit pocket, purloined discretely after he had attended a reception at the French Embassy ....but I have yet to be convinced of their place in the food chain. I know some folk get quite violent about frogs,they seem to bring out the worst character traits possible !! We attended a wedding once and in the midst of the nuptial vows, the father of the bride suddenly leapt in his top hat and tails, into the fish pond and started to beat a miscreant amphibian to death. (Obviously he had not been allowed o get enough beauty sleep at this vital and important but stressful time of his life !!) Now I do not care to bludgeon them to death, I merely focus the torch on them, and blinded by the light, they allow me to carefully flip them into my bucket, using the lid as a lever. Sometimes, when the hop behind a rock I have to actually touch them, and that is not very zesty I can tell you. There are always three !! And so once I have collected all three I hastily get into the car, (lest they escape in the dark garage), and drive them five blocks away down to the Matsheumhlope River (affectionately know to the Bulawayo residents as "The Stench Trench") There I release them gently on the banks of the river and I return home smugly, safe in the certainty that a good night's sleep lies ahead of me. Funny you know, it takes them exactly a week to hop those five blocks back to the pond, and the whole palaver begins again !! +++++++++++++ NOTICES Customs and Excise ( General ) ( Amendment ) The rule of a person being able to claim their returning resident duty free allowance of US $ 250 every 30 days has been changed. With immediate effect, ( The way I read the Statutory Instrument ) the duty free allowance will be allowed only once during a calendar month, not every 30 days. Also when a traveller travels frequently, "the travellers rebate of duty shall only be allowed to him or her on the date of his or her first entry into Zimbabwe in that calendar month" This means that if you enter Zimbabwe, complete a nil declaration and try to bring goods in on a subsequent entry in the same calendar month , you will be charged duty on the second or subsequent trip , even if you have the proof that on earlier trips you did not bring anything in to Zimbabwe. This has not been advertised, as Customs will be wanting to catch people unawares, and reap lots of punitive duty, and so boost their personal commissions. The existing dams were built by the City Council in the 1950's and no further dams have been built or provided for. Bulawayo normally pump from 5 supply dams, at present Byo only pumping from 2 (Insiza and Inyankuni - the 2 furthermost). There is only dead water in the other 3. Therefore this is insufficient flow to get water to all areas, particularly high points in the Western Townships. City Council are planning the following to alleviate the problems. 1. Load shed water to the eastern and southern suburbs from 10 am to 4 pm which will enable them to pump water to the Magwegwe Reservoir which feeds most of the townships thereby allowing the townships water at night. (I don't know when this is to commence - I am surprised it has not already been put into practice but I haven't seen anything in the press) 2. Building a 1km pipeline from an area near the Falls Road to feed Entumbani. 3. Drawing water from the Aquifer. However, when council approached ZIMWA to utilise the aquifer, out of 78 boreholes only 8 were functioning. Many had been vandalised and some had been diverted to farms. The Mayor said they invested some capital into this now have 22 functioning. 4. Reduce pressure so that water does not gush out of taps but there is more of a slow, steady stream. Long term solutions include proposals to:- a) Connect Mtshabezi Dam with the city by linking it to Umzingwane dam. This would give the City another 50 million cu.metres. b) Duplicate piping from Inyankuni and Insiza to allow increased flow. c) Extend the Aquifer system further north (Epping Forrest Extension Project). d) Zambezi Water Project - which is seen as the only real long term solution to the Cities perennial water problems. REFUSE The Council are not getting any fuel at present from Noczim and any fuel they have is being directed to the essential services such as the Fire Service and Ambulances. Council are battling to cope with sewage blockages as well as leaking and burst water pipes. The Mayor appealed to the residents to take the following steps to assist the Council until the situation improves:- 1. Separate dry from wet rubbish. Put cans and plastic bottles to one side. Burn the dry rubbish and bury the rest. The refuse removal will take the cans and plastic away when they resume collection. 2. The congress is organised each year by the Zimbabwe Council for Tourism and is open to all operators and to anyone interested or involved directly or indirectly with travel and tourism. The 2005 event will be held at Wild Geese Lodge just outside Harare from October 25 to 27 and registration of delegates has already started. Day one will feature the ZCT annual general meeting, at which the board will be elected and matters of concern regarding the affairs of the council will be debated and discussed. The second day will be made up of workshops and meetings of the sectoral associations which make up the membership of ZCT, while day three will consist of the congress proper, with addresses by leading personalities in tourism and related fields. The Minister of Environment and Tourism, Francis Nhema, has agreed to deliver the opening address at this session. 'Congress is the annual opportunity for operators to have their voices heard and for full and thorough discussion to take place regarding sector affairs,' said Paul Matamisa, chief executive of ZCT. 'We are hoping there will be good attendance from all across the country, so that a thorough and vital examination of the state of the sector can be facilitated and so that we can determine a way forward for the sector that is positive and valuable.'
