1) Editorial

KHAMI RUINS
I was coerced into a visit to the Kame (Khami) Ruins by two dear relatives of ours.

Now I have to admit, I have lived in Bulawayo all my life and have never viewed the Kame Ruins, how terrible is that
It's a bit like people who live in Cape Town have never been up the Table Mountain Cableway!!

Anyhow we sallied forth with the help of GPS app 'Maps' and got horribly lost, somewhere near Solusi University, but a kind fellow motorist directed us in the right direction, and it was actually quite easy to find. Head out on 13th Avenue, past the railway station and keep going for 22 kilometers!!

I had thought that the Khami Ruins were 'just another pile of old rocks' but not so....the museum was disappointing as it was under refurbishment, but the ruins themselves were fascinating.

Very grand in fact, spectacular is another word I could use, and totally fascinating. I just wish I had done my homework and read up on the Ruins beforehand.

The property, located on a 1300 m hilltop downstream from a dam built during 1928-1929, covers an area of about 108 hectares, spread over a distance of about 2 km from the Passage Ruin to the North Ruin.

The property was the capital of the Torwa dynasty, which arose from the collapse of the Great Zimbabwe Kingdom between 1450 -1650 and was abandoned during the Ndebele incursions of the 19th century

It is composed of a complex series of platforms of dry-stone walled structures, emulating a later development of Stone Age culture. The chief's residence (Mambo) was located towards the north on the Hill Ruin site with its adjacent cultivation terraces. The population lived in dagga huts of cob work, surrounded by a series of granite walls.

These structures display a high standard of workmanship, a great number of narrow passageways and perambulatory galleries and impressive chevron and chequered wall decorations. Khami conforms to Great Zimbabwe in a number of archaeological and architectural aspects but it possesses certain features particular to itself and its successors such as Danangombe and Zinjanja.

Revetments or retaining walls found expression for the first time in the architectural history of the sub-region at Khami, and with it were elaborate decorations; it still has the longest decorated wall in the entire sub-region.

The archaeological zone was protected as a 'Royal Reserve' until the death of King Lobengule in 1893. In recognition of the historic, cultural and architectural significance of the site, it was scheduled as a National Monument in 1937. Currently the National Museums and Monuments Act Cap. 25:11 legally protect the property and its resources.

There is a possibility that Khami was visited by Portuguese merchants and even missionaries, because a monumental cross consisting of small blocks of granite can still be seen traced on the rocky ground of Cross Hill, a small hillock immediately north of the mambo residence.

The museum is under reconstruction at the moment and I look forward to another visit, when the museum is once more an integral part of this fascinating Zimbabwean National Monument.



2) Notices and Events

The Zimbabwean Frog Atlas Project
There are 63 species of frogs and toads in Zimbabwe of which 10 are endemic (found only in Zimbabwe). All are listed in the Red Data Book on threatened Reptiles and Amphibians, 6 are listed as "Endangered" and 3 may have disappeared altogether by now (Extinct).
In order to determine the current status of our frog populations and reach a better understanding of the threats facing them, a Zimbabwean Frog Atlas Project (ZFAP) has been initiated by the Natural History Museum.
The aim of the project is to compile a complete list of species for each quarter degree grid cell in Zimbabwe, and to determine which species are protected within our existing reserves. This will enable the conservation status of each species to be determined and will provide baseline information for further monitoring projects. The project will want many volunteers, who will submit site records based on recorded calls, specimens and visual identification to the Museum for analysis and computerization. The event is a Fund Raiser for Bulawayo Island Hospice.

Environment Africa, an established environmental organisation, has been promoting rhino conservation for over 25 years. This year the organisation is co-ordinating a rhino civvies day under the theme 'Want less rhino dead - Wear rhino red' and is encouraging all schools, corporates and organisations to participate and donate a dollar towards rhino conservation education and awareness

SPRING ART CAMP EXHIBITION AT NATIONAL GALLERY IN BULAWAYO (Until 2 October)

Children's fantastic artworks produced during the Spring Holiday Camp
are now exhibited at the National Gallery.
We had wonderful opening ceremony for the exhibition on 3rd. Many
thanks to guest speaker Mr Gordon Murray, Curator of Railway Museum
and to all participants from Whitestone, Petra, Tennyson, Carmel and
International School of London in Qatar.

Visitors will enjoy artworks such as:
- Literature Drawing: Unique drawing and expression technique which
develops participant's ability to look at and investigate things,
phenomenon, surroundings through different perspectives such as
literature, math and science. The Literature drawing symposium reading
circle literary works were on green business and globalization.
- Drawing with Letters, Numbers and Shapes: Using alphabets, numbers
and shapes participants learn how to draw subjects with correct
proportion. Providing an opportunity to practice handwriting and math
times tables.
- Cultural Dynamics of Art: Creative drawings were produced during the
lecture. The artworks show you amazing ways of expressions through ART
and its concept learning.
- Japanese Origami Art: Origami is a traditional art of paper folding
and promotes mathematics concepts, concentration, logical reasoning
and more. Come and see beautiful Origami Trees with spring plants and creatures!

Climate change Series events,
New director, Philippe Durand arriving this week.

Climate change Exhibition Opening this Wednesday 16 September at
6:30pm

What: A general public poster exhibition to suggest 60 worldwide
solutions against climate change. The opening talk will be given by
Professor Mundy from NUST.
The Ambassador of France, H.E. Mr Laurent Delahousse, and the Head of
the Delegation of the European Union, H.E. Ambassador Philippe Van
Damme, will be present on our exhibition opening, as the First Step
of the "Walk to Paris", COP21 World conference in December 2015 in
France.

Climate change Series: Talk #2 on Wednesday 16 September at 5:30pm

What: A general public awareness talk on the relationships between
family farming and climate change and what can be done. This talk
will be given by Dr Sabine Homann Kee-Tui, from ICRISAT and involved
in research on climate change impact on agriculture.

Roadside Checks: Notes for the Cubby-hole (No. 11 September, 2015)
These guidelines are intended for the general motoring public, and certain sections may not apply to Public Service Vehicles (PSV), (buses and kombis).

They do not constitute a recommendation to reduce or give up any safety features and other steps which individuals may have adopted to comply with SI 154/2010.

See footnote for sources and references.
Background to this update:
The Portfolio Committee on Transport and Infrastructure Development, sitting on 29 May 2014, received submissions calling for proper implementation of SI154/2010. SI 154 was declared invalid and void by Justice Bere in the High Court in November 2012. After the State's appeal to the Supreme Court was struck off for technical reasons, the current legal position is this: Justice Bere's decision applies, SI 154 is not in force (including the new requirements for fire extinguishers, etc.), and the previous regulations (SI 412/1972) are still in force.
This update reflects the requirements of SI 412/1972 (Construction, Equipment and Use) for the guidance of motorists.
Deposit Fines:
The Zimbabwe Republic Police (ZRP) apply a Schedule of Deposit Fines for a range of vehicle equipment, use, licensing, etc., offences discovered during roadside checks. The most common examples are listed below. The maximum deposit fine a police officer can legally impose is $20.00 per offence. (A level 3 fine). A fine higher than level 3 can only be imposed by a magistrate after a court appearance.
Deposit fines are imposed per offence, and if found with more than one 'issue', the police officer can 'add them up'. The deposit fines listed in this document will assist with calculations.
The ZRP member will complete an Admission of Guilt form (Z.R.P. N.TFC), with particular attention to the Charge (Section and Statutory enactment) field, which details the regulations being contravened. A copy of the legible and completed Z.R.P. N.TFC form is essential for any motorist who wishes to query the deposit fine. Form 265, providing the facility of paying a fine within 7 days, is NOT available as an option.
The Schedule of Deposit Fines (unchanged since August 2013) still refers to SI 154 for Construction, Equipment and Use regulations. As no Schedule exists for SI 412 in US$, when assessing fines relating to SI 412, ZRP should be guided by SI 154 fines. A ZRP member, from the rank of Assistant Inspector and above, may assess a fine up to a Level 3 (currently $20.00), or below.

Compliance requirements for Construction, Equipment and Use Regulations SI 412 of 1972, as amended.
SAFETY EQUIPMENT
Fire extinguisher: Not mandatory, but recommended for emergency use.
Warning triangle: The requirement for motor vehicles to carry two warning triangles falls away. Sec. 48 of SI 412 requires heavy vehicles to carry two triangles which must be:
Either solid red reflective equilateral triangles with sides not less than 300mm long and black on the back
Or hollow red reflective equilateral triangles with sides not less than 450mms long and not less than 60mms wide.
Deposit fines (per null and void SI 154):
- Fail to carry red warning triangles (one only) $10.00

- Fail to display red triangle as prescribed at night (one rear) $10.00
Fluorescent safety jacket: Not mandatory, but recommended for emergency use. (Is mandatory in Mozambique).
VEHICLE LIVERY
Trailers (including horse-trailers)
Reflective T plates are required for all trailers except light trailers (550kg load capacity or less). They must be fitted at the extreme right front and rear of the trailer. Front T to be white, rear T to be red. Minimum dimensions 150mm high, 125mm wide, strokes minimum 35mm wide. Background to be black, minimum 200mm high and 175mm wide.

Light trailers must have two red reflectors at the rear min 3000 sq. mm or 60mm diameter within 400mm of either side at the same height and not less than 300mm or more than 1,2m above ground level. (A piece of tape 50 x 60mm gives an area of 3,000 sq. mm)

Heavy trailers (load capacity more than 550kg) must be fitted with a rear chevron plate.

Light trailers with two wheels do not require brakes. 'Overrun' trailer brakes are acceptable
provided the gross mass of the trailer does not exceed 200kg.
Signs and reflectors
Gross mass signs are required on the left hand side of all commercial vehicles. They must show the maximum mass for which the manufacturer has rated the vehicle. Details should be in the log book. The letters and figures should be of uniform shape and size and not less than 20mm high. 'Commercial vehicle' means motor vehicles and trailers other than:
Motor cycle with not more than 2 wheels

Light trailer or caravan

Vehicle commonly known as a station wagon or SUV.

Passenger motor vehicle having seated accommodation for not more than 7 passengers.
Reflectors on the sides of vehicles are required to be fitted if the vehicle or vehicle combination exceeds 8m in length. The reflectors must be amber and face directly sideways and be at the same height or as near as possible. Each reflector must have an area of 3000 sq.mm or at least 60mms diameter. There must be a reflector within 400mm of each end of the body of each vehicle. Reflectors must not be more than 4m apart.

Reflectors on the front of vehicles
Heavy vehicle: two white continuous strips minimum 300mm long and 50mm wide fitted to indicate the width of the vehicle to within 400mm of each side.

Commercial and other motor vehicles excluding motor cycles: two white reflectors with an area of 3000 sq. mm or at least 60mm diameter fitted within 400mm of each side of the vehicle.
Reflectors on the rear of vehicles

Heavy vehicles require a chevron plate

Commercial vehicles: two red continuous strips minimum 300mm long and 50mm wide fitted
to indicate the width of the vehicle to within 400mm of each side. Alternatively a chevron
plate can be fitted.

Other motor vehicles excluding motor cycles: two red reflectors with an area of 3000 sq.

mms or at least 60mms diameter fitted within 400mms of each side of the vehicle.
Deposit fines (based on null and void SI 154):
- No white front reflective 'T' (except construction trailers)

- No red rear reflective 'T' (except construction trailers)

- No red rear reflectors (light trailer)

- No chevron on the rear (heavy trailer)

- No red rear reflectors (Commercial and other motor vehicles)

- No white front reflectors (Commercial and other motor vehicles)

- Fail to display gross mass on left side of the vehicle (Commercial vehicle and trailer)
Note:

1.A light trailer has a load capacity which does not exceed 550kg. However, the 'Schedule of Deposit Fines' states that trailers with a factory rated load capacity of 545kg or more are classified as 'HEAVY'. A load capacity not exceeding 550kg is the correct description of a light trailer.

2.'Commercial vehicles' include vanettes, pick-ups and double-cabs, not exceeding 2,300kg NVM. SUV's (station- wagons) are not classified as commercial vehicles.

3.The requirements under 'commercial vehicles' apply whether or not the vehicle is in private use.

4.'Heavy vehicle' means a motor vehicle exceeding 2,300kgs Nett Vehicle Mass (NVM) but does not include a passenger motor vehicle having seating accommodation for less than 8 passengers.

Seating and safety belts:
The requirement contained in Sec. 83(4) of SI 154 that no child under the age of 10 shall be carried in the front seat of a vehicle fitted with rear seats falls away but it is recommended that it should still be observed.

The Road Traffic (Safety-belt) Regulations SI 147 of 1987 provides that each front seat of a light motor vehicle registered for the first time on or after 1st January 1980 shall be fitted with a safety belt which complies with the regulations. The driver and any front seat passenger are required to wear safety belts. The driver is responsible for ensuring that any child under the age of fourteen wears a safety belt. Where a vehicle does not have rear seats and a child under ten is carried on a front seat such child may wear any safety device suitable to protect the child in the event of an accident.

Note: There are no legal requirements in respect of wearing safety belts in rear seats but it is recommended that they should always be used if available.

- Driver fail to wear safety belt $5.00 - Passenger fail to wear safety belt $5.00
Speeding Offences: Road Traffic Act, Chapter 13:11 - All Light Motor Vehicles (Urban and rural)

GENERAL:
The Third Plate: must be fixed behind the windscreen - SI 427/1999, Section 11 (4). (For ease of inspection we recommend displaying all discs on the left hand side). Where a Third Plate is lost or damaged, the Registrar may issue a duplicate upon payment of an appropriate fee. (Details how to arrange replacement are available on request from info@bigsky.co.zw).
Cellphones: Holding or operating a handheld cellphone while driving is illegal - SI 299/2002, Section 16B. High Court Judgement HB157/2012 concluded an appropriate penalty is a $20.00 fine, failing which 5 days imprisonment.

BULAWAYO HELP NETWORK is appealing on behalf of HOME OF PEACE for financial donations to fix their vehicle.
Home of Peace was started by Ben Strydom as a shelter for destitute people. When he died in 2012, Clive Krienke took over the challenging task of keeping the home going.
It currently houses about 80 people, mostly children orphaned by AIDS.
Foreign funding has been stopped pending audited accounts which are now in process. Due to the desperate situation, Byo Help Network is providing some monthly support to the Home.
However in the short term, the Home's one vehicle is in bad shape and needs around $500 to repair.
